Public procurement is where careers end. A single unlogged action, a drafter who also approved, an evaluator who saw pricing they shouldn't have — any of these can invalidate a tender and trigger a vigilance enquiry. Legacy systems enforce separation of duties in a policy document nobody can prove was followed. When an award is challenged, the organisation cannot produce a tamper-proof record of who did what, when and in what order.

ProcurET enforces the rules in code, not policy. The Procurement Checker cannot draft what they approve; the Technical Evaluator is blind to pricing; the Finance Head is blocked from commercial values pre-opening; Super Admin is capped at two named users. It handles seven tender types through gated flows, runs a pre-procurement checklist gate (budget sanction, GeM, Make-in-India, CPP Portal, debarment pre-check, Integrity Pact), and secures bids with DSC-signed hash verification before dual-key sealed opening.
